Consultant at the World Health Organization (WHO) in financing, health systems strengthening, and health services delivery. He holds a Ph.D. in Management from NOVA School of Business & Economics, Lisbon. Former President of the Portuguese Association of Hospital Administrators and European Association of Hospital Managers board member. Currently Treasurer of the European Health Management Association.
