A strategic initiative aimed at facilitating a new way to regulate market access and reimbursement for digital health applications (apps). Digital health apps are considered one cornerstone of the wider digitalization of health and are likely going to play a significant role in healthcare. In practical terms, it aims to ease the path for innovative apps into regular care and thus statutory reimbursement in different European countries, ideally by the creation of a common regulatory framework for digital transformation.

The COVID-19 pandemic has created very high expectations among European citizens for improved coordination of Member States in the health field. The crisis has further highlighted the specific market failures which characterize the health sector, leading to shortages of products that are essential to the health of Europeans, and hindering innovation and the deployment of major medical advances in certain therapeutic areas including the medical technologies and digitalisation.
A strategic initiative aimed at addressing the dual imperative of (i) equipping Europe with a strong, innovative and export-friendly healthcare industry that is able to meet the challenges posed by the future of medical care. Secondly (ii) sharing the same strategic vision for developing lasting and innovative European manufacturing capabilities with regard to critical products, notably pharmaceuticals.
